Two Illinois counties affected by Quarantine Designation for Highly Pathogenic Avian Influenza (HPAI)

This Secretarial natural disaster designation allows the United States Department of Agriculture (USDA) Farm Service Agency (FSA) to extend much-needed emergency credit to producers recovering from natural disasters through emergency loansEmergency physical loss loans through the United States Department of Agriculture’s (USDA) Farm Service Agency (FSA) can help farm operators.  These designations will make farm operators in all affected counties who suffered quarantine losses due to HPAI eligible to be considered for FSA emergency loan assistance. 

Impacted Area: Wisconsin

Secretarial Disaster Notification:  Q106

Triggering Disaster: The Wisconsin Department of Agricultural Trade and Consumer Protection imposed the quarantine on December 13, 2024, through January 13, 2025, due to damage and losses caused by the Highly Pathogenic Avian Influenza (HPAI). 

Application Deadline: November 6, 2025 

Primary Counties Eligible:  Barron County; Burnett County; Kenosha County

Contiguous County Also Eligible: Illinois: McHenry County; Lake County
