Low-Interest Emergency Loans Available to Producers Affected by Highly Pathogenic Avian Influenza (HPAI)
The United States Department of Agriculture (USDA) Farm Service Agency (FSA) extends much-needed emergency credit to producers recovering from natural disasters and, in this case, quarantines through emergency loans. Emergency loans can be used to meet various needs including the replacement of essential items such as equipment or livestock, reorganization of a farming operation or refinancing certain debts. FSA will review the loans based on the extent of losses, security available and repayment ability.

Triggering Disaster Event: October 8, 2023, and ongoing due to damage and losses caused by the Highly Pathogenic Avian Influenza (HPAI) Quarantine imposed by the Minnesota Board of Animal Health.
Application Deadline: Dec. 4, 2024
Primary Counties Eligible: Becker, Big Stone, Blue Earth, Brown, Douglas, Kandiyohi, Meeker, Olmsted, Otter Tail, Redwood, Stearns, Steele, Swift, Todd, and Wright.
Contiguous Counties Also Eligible:
Minnesota: Benton, Carver, Cass, Chippewa, Clay, Clearwater, Cottonwood, Dodge, Faribault, Fillmore, Freeborn, Goodhue, Grant, Hennepin, Hubbard, Lac qui Parle, Le Seuer, Lyon, McLeod, Mahnomen, Martin, Morrison, Mower, Murray, Nicollet, Norman, Pope, Renville, Rice, Sherburne, Stevens, Traverse, Wabasha, Wadena, Waseca, Watonwan, Wilkin, Winona, and Yellow Medicine.
