Zach Ducheneaux was appointed Administrator for USDA’s Farm Service Agency on February 22, 2021. In this role Ducheneaux will provide leadership and direction on agricultural policy, administering credit and loan programs, and managing conservation, commodity, disaster and farm marketing programs through a national network of offices.
Steven J. Peterson

Steven J. Peterson currently serves as the Associate Administrator for the Farm Service Agency. In this position he provides leadership for FSA and its mission to support agricultural production across America through a network of over 2,100 county and 50 state offices.
William Cobb
Deputy Administrator for Farm Loan Programs
William “Bill” Cobb is the Deputy Administrator for Farm Loan Programs for the U.S. Department of Agriculture’s (USDA) Farm Service Agency (FSA)
As Deputy Administrator, a position he has held since April 2019, Cobb oversees a $29 billion loan portfolio and provides leadership, management and direction to FSA’s direct and guaranteed lending programs, including annual authorizations in excess of $7.5 billion for new loans and guarantees.
John Berge
Acting Deputy Administrator for Farm Programs
In March of 2023, John Berge was appointed to serve as the Acting Deputy Administrator for Farm Programs for the USDA Farm Service Agency (FSA). Prior, Berge had been appointed by the Biden Administration to serve as the FSA State Executive Director in Nebraska.
Marcus Graham
Deputy Administrator for Field Operations
Marcus Graham is the Deputy Administrator for Field Operations for the Farm Service Agency (FSA).
As Deputy Administrator for Field Operations (DAFO), Graham oversees the supervision and oversight of FSA’s State and County offices. DAFO serves as the primary liaison between field and headquarters offices on agency-wide issues. DAFO also plays a critical role in the efficient, effective, and consistent delivery of agency programs, administrative operations, and the use of agency resources in FSA State and County offices.
Scott Marlow
Senior Advisor Office of the Administrator
Scott Marlow is the Senior Advisor leading FSA’s Inflation Reduction Act Section 22006 implementation team. He and the implementation team oversee the delivery of $3.1 billion in relief for distressed borrowers with certain direct and/or guaranteed loans whose agricultural operations are at financial risk. Before this role, he served as FSA’s Deputy Administrator for Farm Programs.
